Zestrea imobiliara a bancilor din Romania

Imobile din toate categoriile ( apartamente, complexe rezidentiale, hoteluri, cladiri comerciale si industriale, terenuri si paduri, etc. ) s-au strans si se strang permanent in portofoliile bancilor. Mare parte din aceasta zestre a dus credite neperformante si ajunge la executare silita. Prelungirea recesiunii a generat si va genera inca, falimente si disponibilizari de personal. Clientii bancilor, fie ei persoane fizice sau juridice, fara posibilitatea onorarii obligatiilor asumate prin contractele de credit pun in bratele acestora pachete imobiliare pe care piata le absoarbe cu greu chiar la preturi reduse. Executarea silita a acestei zestre imobiliare are mai multe incoveniente:
- alte insitutii, ca administratiile fiscale, casele de insolventa, etc, ingusteaza si mai mult posibilitatea bancilor de a valorifica prin executare silita zestrea imobiliara in vederea recuperarii banilor imprumutati, deoarece si acestia au imobile care ajung din diverse motive in aceeasi piata a executarilor;
- termene de asteptare mari, primele licitatii nu se concretizeaza de regula intr-o tranzactie ( preturile de pornire fiind cele din rapoartele de evaluare intocmite la acordarea creditelor, sau a celor de reevaluare, care "nu pot" crea provizioane bancilor );
- preturile obtinute ca urmare a unei tranzactii concretizate nu mai acopera valoarea creditelor ramase de recuperat;
- departamentele juridice si de executori bancari sunt inecate in birocratia specifica si mai mult incurca putinii clienti interesati de aceasta zestre;
- clientii care isi adjudeca bunuri imobile intra cu greu in posesia acestora, deoarece executorii bancari nu au autoritatea efectuarii evacuarilor fortate; etc.
" Executarea silita in acest moment... este din ce in ce mai greoaie... Bancile trebuie sa gaseasca solutii pentru salvarea clientilor. " a spus presedintele Asociatiei Romane a Bancilor.
Cine salveaza bancile? Cat vor mai rezista bancile cu credite neperformante din ce in ce mai mari? Cand aceasta zestre povara va fii aruncata pe piata imobiliara?
Pesimismul din aceasta piata, chiar daca este justificat, nu este deloc constructiv. Piata imobiliara, mai devreme sau mai tarziu, va depasi criza.
Este nevoie ca cineva bine pregatit si informat, realist, cu metode simple si eficiente, sa convinga aceasta piata sa depaseasca frica fata de recesiune si sa ocupe locul pe care il merita.

Casele se ieftinesc, materialele de constructii se scumpesc

Un paradox ciudat se semnaleaza nu numai in tara noastra, dar si in alte state europene, daca nu cumva si peste ocean: in timp ce faimoasa criza a locuintelor a dus la prabusirea pretului constructiilor executate, pretul materialelor de constructii creste constant, proportional cu inflatia si cu valoarea combustibililor.
La baza boom-ului imobiliar, evoluat timp de un deceniu, a stat, poate, si lipsa de locuinte, dar, in principal, succesul extraordinar al creditelor ipotecare.

Preturile au explodat, intrucat beneficiarul, creditat cu usurinta de banca, ardea de nerabdare sa aiba o casa noua. Concomitent cu pretul caselor, au crescut vertiginos si preturile materialelor de constructii. Venirea crizei a stopat aceasta cursa.

Dupa ce preturile caselor s-au oprit in loc, a inceput declinul. Robinetul creditelor s-a inchis, iar investitorii s-au vazut nevoiti sa renunte la unele beneficii, numai sa nu ramana cu casa nevanduta.

Constructiile au incetinit, iar furnizorii de materiale au simtit ca raman fara clienti.

Conform legii cererii si a ofertei, furnizorii trebuiau sa coboare pretul. Dar nu s-a intamplat asa. Investitorul, care prevazuse sa vanda la pret dublu sau triplu fata de cat il costase constructia, avea de unde ceda. Fabricantul de materiale, insa, n-avea si nici acum nu are de unde sa cedeze.

Ca urmare, in ultimii ani, pretul constructiilor oferite spre vanzare a scazut la jumatate, iar materialele de constructii s-au scumpit proportional cu inflatia si cu combustibilii.

Trei consecinte

Prima consecinta: constructiile speculative nu mai sunt posibile. Mai asteapta inca nevandute multe din cele existente si, chiar daca ai construit, diferenta dintre costuri si pretul obtinut nu mai este ca pe vremuri. Producatorii de materiale au pierdut o mare categorie de clienti.

A doua consecinta: constructii cu destinatie precisa - indeosebi locuinte - se mai fac, e drept, dar deverul nu se compara cu cel de altadata. Furnizorii de materiale si-au pierdut marii clienti.

A treia consecinta: blocajul. Asta e un fel de criza. Preturile au scazut, proprietarii nu le mai pot cobori, iar doritorii sa cumpere nu mai primesc credite. Constructiile au ajuns sa se vanda sub pretul de cost. In plus, se inregistreaza un numar record de constructii incepute, neterminate si parasite pur si simplu de investitor.

Sunt perspective?

Cel mai ciudat este faptul ca se prevede continuarea paradoxului. Constructiile executate ori se vor vinde la preturi mult sub costuri, iar in acest caz investitorul nu se va reapuca de aceeasi treaba, ori nu se vor vinde deloc.

Ca urmare, investitorul ramane cu arieratele neplatite la furnizori, iar acestia n-au alta solutie decat sa umfle, in continuare, pretul materialelor, ca sa nu falimenteze.

Singura sansa pentru producatorii de materiale este sa castige licitatii la investitiile statului: autostrazi, scoli, drumuri, poduri, stadioane.

Toate studiile arata ca perspectiva caselor este sa se ieftineasca non stop, iar a materialelor sa se scumpeasca in continuare. Paradoxul va continua si nimeni nu poate preciza cat timp. (Ziare.com)

Bulgaria's government has approved a draft agreement with Romania for the creation of a joint venture to operate the future "Danube Bridge 2", the second bridge to link the two Balkan states over the Danube river.
The Cabinet in Sofia has granted a mandate to Transport Minister Ivaylo Moskovski to negotiate the signing of the JV agreement with the Romanian side on the bridge linking Bulgaria's Vidin and Romania's Calafat, the government press service said.
Bulgaria and Romania will have 50/50 shares in the future joint venture that is to maintain Danube Bridge 2 and its adjacent infrastructure along the banks of the Danube.
Sofia and Bucharest are still to agree on the registration and central office of the future company as well as the dispute resolution procedure and the tax rules that it will abide by.
"The agreement for a joint Bulgarian-Romanian venture to manage the new bridge will provide for the necessary legal base and conditions for the efficient management of the international transport infrastructure and reduction of the investment return period," the Bulgarian Cabinet said.
It further stressed that the future Bulgarian-Romanian joint venture is supposed to be formed by the end of 2012, and to take over the Danube bridge, which is being built by Spanish construction company FCC, in 2013.
The construction of the Vidin-Calafat bridge was set to be completed by October 2010, but has been significantly delayed due to technical difficulties and claims by Spanish firm FCC.
The original push for the construction of a second Danube Bridge between Bulgaria and Romania came as a result of the NATO bombing of Milosevic's Yugoslavia in 1999.
After the campaign subsided, however, the procedures for the bridge dragged on. It was supposed to be ready by 2010 but land expropriation procedures and disputes between the Spanish firm FCC and the governments of Bulgaria and Romania obviously delayed the construction.
When finally completed, Danube Bridge 2 will be third ever bridge in the Bulgarian-Romanian section of the Danube in the past 2000 years.
In the 4th century Roman Emperor Constantine I the Great built the largest river bridge in ancient times, Constantine's Bridge on the Danube, which was 2.5 km long, 6 meters wide, and existed in 328 AD - ca. 355 AD.
The "next" bridge (today's Ruse-Giurgiu Bridge) on the Lower Danube, in the Bulgarian-Romanian section of the river was built only in 1954, about 1 600 years later, at the initiative of the Soviet dictator Joseph Stalin. (novinite.com)

Romanian Economic Status

Boc: This is the greatest increase in the last two years
     *  Analysts: The economy will grow more than 1.5% this year
     The GDP increased in Q3 2011 by 1.9% (in real terms), compared to the previous quarter, whereas compared to the same period of 2010 the advance was 4.4% (gross series), according to the latest estimates of the National Statistics Institute (INS).
     In seasonally adjusted terms, the economic growth between July and September was 4.5% higher than in the similar period of 2010.
     In the first nine months, the GDP increased 2.7% compared to the corresponding period of 2010 on a gross series and 2.6% on a seasonally adjusted series.
     Prime Minister Emil Boc yesterday said that Romania is on schedule to experience a growth of 1.5% and 2%, being the greatest increase of the last two years. He added that data published yesterday by the National Statistics Institute prove that the government's policy to invest and create jobs, was right.
     Emil Boc said: "We can conclude that Romania had four consecutive quarters of economic growth, namely the last quarter of 2010 and the first three of 2011, which proves that the country is on schedule to experience an annual growth of 1.5% and 2% for the year 2011".
     Dan Lazăr, secretary of state in the Ministry of Public Finance, said that the 4.4% advance of the GDP in the third quarter, was caused by the growth of the agricultural sector, according to Mediafax. Still, the "recovery" of the economy isn't being felt in the level of taxes collected, because agriculture isn't properly collected.
     Dan Lazăr said: "We are seeing a recovery of the Romanian economy, a growth of more than 4% of the GDP, which is making us optimistic. Unfortunately, on a fiscal level we haven't felt it so much, because agriculture isn't taxed. If things continue this way, then I say that the tax forecast for this year will be exceeded".
     The secretary of state explained that besides agriculture and construction, it was tourism and exports which contributed to the economic growth in the third quarter.
     The estimative data published by the National Statistics Institute have exceeded analyst expectations, which claim that under these circ***tances this year's economic growth will exceed the forecast of 1.5%.
     Lucian Anghel, chief-economist at the Romanian Commercial Bank (BCR), said that the data published by the National Statistics Institute represent a pleasant surprise. He added that Romania's growth will exceed the economic growth of 1.5% forecasted for this year: "Barring any dramatic drops in the next quarter, the economic growth should exceed 2%. Even if we didn't take into account the 2.6% growth of the agricultural sector, we would have still had an economic growth of 1.8%, which would be an improvement compared to the other quarters".
     Lucian Anghel says that the major issue is now what could happen in the future.
     He said: "This year, the economic growth will exceed 2%, but in 2012 we will see an increasingly reduced demand. Economic growth will depend on the way we will mobilize our resources for investments and on the manner of use of the European grants".
     Lucian Anghel added that this year's harvest may be hard to replicate and next year may be far weaker.
     *  Laurian Lungu: "I wouldn't be too certain of economic growth in the next quarters"
     Laurian Lungu, managing part-ner at "Macroanalitica", said that the estimative figures concerning the GDP show that we are in a recovery process which is slower than the average of the European Union.
     "I wouldn't be too certain of economic growth in the next quarters", he said.
     Laurian Lungu considers that this year's economic growth will exceed the forecasted level of 1.5%, but we need to be cautious because the international economic situation is deteriorating.
     "The idea is to find other engines of economic growth, such as domestic consumption (but not at the rate it had in 2007-2008), investments, even private ones and the European funds, because we have a lot of potential", he said.
     *  Melania Hăncilă: "For the first time since the onset of the crisis, the construction sector had a positive evolution"
     Melania Hăncilă, chief-economist at Volksbank, said that the estimative data of the National Statistics Institute concerning the GDP will cause the economic growth estimates to be revised.
     H added: "The figures published yesterday are above our expectations, which will cause us to revise our forecast for the entire year of 2011 upward, and we expect the GDP to grow 2.2% -2.4% YOY. The revision of the forecast is due to the agricultural sector exceeding expectations, by posting growth of more than 10%, as well as the industry maintaining a stable growth (approximately 5%). For the first time since the onset of the crisis, the construction sector has seen a positive evolution, due to the civil engineering works, funded predominantly by the government".
     Melania Hăncilă claims that the economic advance of 4.4% seen in the third quarter, compared to the same period of the previous year is due especially to agriculture and the increase in foreign demand, "and we therefore can't say that the Romanian economy has actually recovered, especially as long as consumption and investments maintain their negative dynamic".
     He said that this year's growth engines, namely agriculture and exports which have pulled industry behind them, are at high risk of seeing a slowdown in 2012, amid the deterioration of the state of public debt in the EU and the lack of major reforms in agriculture.
     The International Monetary Fund has maintained its forecast of a an economic growth of 1.5% this year, but has significantly lowered its estimate for next year to 1.8-2.3%. (Sorinel Draghici )

The Romanian real estate market, Timisoara

The Romanian real estate market is growing fast, boosted by the rising interest of foreign investors and by the increasing domestic demand for new houses.
What follows is an overview referred to the city of Timisoara, one of the most developed industrial areas in Romania:
- Agricultural land: in the area of Timisoara lands are flat and fertile, also suitable for biologic agriculture. Currently, prices start from 1.300 Euro per hectare (corresponding to 10.000 square metres).
- Building land for industry, retail and offices: Romania is one of the most interesting locations for new factories, due to the low cost of labour. For the areas already provided with utilities (roads, water, drainage, gas, electricity) prices start from 100 Euro/square metre outside the city, while they are about 150/200 Euro/square metre in the city. The cost of construction of an industrial shed starts from as low as 350 Euro/square metre, and they can be rented for a monthly fee of 2 to 4 Euro/square metre.
- Building land for houses and block of flats: there is a strong demand for new detached houses and apartments in modern residential areas. Prices are currently between 15 and 20 Euro/square metre for big lots (around one hectare) still to be parcelled, and between 25 and 35 Euro/square metre for small parcels of land.
- Apartments in buildings situated in the city centre: prices are between 1.200 e 3.000 Euro/square metre depending on the state of preservation.
- New detached houses: for instance, a detached house of 150 square metres with a 600-square-metre courtyard prices are between 100.000 and 150.000 Euro.
- Apartments in the suburbs: for instance, an apartment with two bedrooms in a block of flats costs about 35.000 Euro.
The request for rented house is very strong and the average annual income (for monthly rent) is about 5% on the value of the property.
Even more profitable is the rent so called "in regim hotelier", offered at around 25-30 Euro per day as an alternative to hotels.
